If it helps, Billy West did Zapp’s voice, but Phil Hartman was originally going to do the role. West did try to match Hartman’s tone for it, though, in a bit of an homage.
Yeah, I knew that Groening designed the character for Phil. That’s why I keep having to remind myself it had to go to someone else because Phil died right before production began. :'(

Yup. Dreamworks treated Shrek as the project animators were sent to die as punishment.
